Iron banner level 32 gear is a cheese for people not good enough to raid.

But raiding takes no skill.........people get carried through all the time and get better stuff than the ones doing the work.

With iron banner you only have to win 1 out of 5 times with your team, so even if ya bad, you WILL be placed in a team that will win, eventually! So no skill required.
