Want a metaphor for Xur? Here:
Situation 1 - Every day, a man walks down a street. He's homeless and hungry. He does odd jobs for people in the hopes of getting a meal out of it. Then, one day as he's walking down the street, he spies a bag lying on the sidewalk. When he opens the bag, there is a free meal inside.
Situation 2 - Every day, another homeless and hungry man walks on the same street. He does odd jobs for people and saves the money that he gets for doing those jobs. Unfortunately, he's no lucky like the first guy, so he doesn't find any food on the street. Instead, he saves the money from the jobs he does. Finally, at the end of the day, after working all day without eating, he has saved enough for a meal. He visits the local grocery and buys that meal.
Now, who "earned" their meal?
