The captains were vandals who lived long enough to kill and accomplish missions so much so that they earned higher rank and better equipment and better ether reserves and basically better everything. It's almost the same as the guardians. You earn your equipment and you earn your weapons cause they can't just be handed to anyone. You must be shown to know how to use it efficiently and you must be shown to be able to stand triumphant on the battlefield.
