Perk buffs (ex. Mulligan, Snapshot/Quickdraw)

These perks are bad and need some improvements (some more than others): [b]Main Perks:[/b] 1. [u]Mulligan-[/u] Make the missing shot proc much more often (5% -> 45%) 2.[u] Final Round-[/u] Ok, but high mag weapons don't work well with it. Make it worth the while (33% -> 44%) 3. [u]Who's Next-[/u] Too situational. Find a way to make it more useful. 4. [u]Grenadier-[/u] Make the cooldown even more useful by making it go even faster. 5. [u]Clown Cartridge-[/u] Make proc much more often (25% -> 50%) 6. [u]Glass-Half Full-[/u] Make the damage even higher and proc on the actual half of a mag even field scout (15% -> 25%) 7. [u]Focused Fire-[/u] Have the fire rate decrease not as bad, and impact higher especially on Suros Regime (10% -> 20%) [b]Column Perks (ex. APR):[/b] 1. [u]Quickdraw/Sanpshot-[/u] Make the swap and ADS time go even faster 2. [u]APR/HC/Skip Rounds-[/u] Make all of them have an actual impact increase (7% (At the cost of an actual notice of weapon handling)). 3. [u]Single Point Sling-[/u] Make the swap time even faster (50% faster) and move quicker while aiming even more noticeable (2% -> 15%) These buffs would help make those perks much more useful and be given into consideration. I'd like to hear back from you Bungie!
