If you notice the picture in the update, it implied that you can upgrade the Fatebringer. It also said there will be a place in the Reef to upgrade legendary gear. Notice it didn't specify whether the legendary gear being upgraded is only allowed for post dlc gear, so my guess is that you will be able to upgrade VoG armor and they will add another level to the VoG.
