Any members of Kyrat residing here? I'm obligated by law to inform you that our country is no more. What was once our home has become a nuclear wasteland, either stay here or go to the Dojo to get re-equipped with supplies

Citizenship for where? Kyrat is gone. Wiped off the map for at least 20 years. Of course you can become a technical citizen of Kyrat, but you'd have to pull your own weight around to help rebuild the country.
