My strikes and patrols aren't being counted after completion. I did twelve patrols today and the card still says 69, I also did 5 strikes and the card still says 89.

The patrols are only counted for VIP kills.

Patrols grimoire is for VIP kills, the beacons with a star inside a circle. Strikes only count when launched from the planet menu, not from the strike playlist/weekly heroic/nightfall.
