Who is Thel Vadam? Why is he Thel Vadam instead of Thel Vadamee?

Also, He is Thel Vadam because he became a heretic and was cast out of the covenant army, which has an exclusive suffix "ee" which is only for the covenant army.

Mostly correct, but most of the elites voluntarily removed the "ee" when they left the covenant.
