I've been wondering what that is, too. Best bet is it's a relic-type weapon similar to Kabr's Aegis or the Sword of Crota. It looks far too big to be a normal weapon.
Wild guess; you're looking at the new Blade of Crota. Maybe we'll see special Fallen from the House of Wolves spawning on Venus and the Moon carrying those beasts.
