I think some guns start with 331 or 365 damage ( buying from vendors ect.) but the rest will have normal upgrade trees.

Yeah I noticed that as well, looks like the only way to max the damage is with that new upgrade material

no, the etheric light will be used only to get old legendaries such as fatebringer, shadowprice etc up to 365

I'm not so sure. Those vendor guns do have the "ascend" bubble on them. You need etheric light to fill in those bubbles and Max it out.
