The Constitution of the United Flood of Offtopic
We the people of the United Flood, in order to form a more perfect union, establish Justice, insure domestic tranquillity, provide for the common defence, promote the general welfare, and secure the blessings of Lenny to ourselves and our posterity, do ordain and establish this constitution for the United Flood of Offtopic.
Article I
Section I
All legislative Powers herein granted shall be vested in a Parliament of the United Flood, which shall consist of a House of Counselors and a House of Lords.
Section II
The House of Counselors shall be composed of elected officials whom will represent their respective party. Parties will be formed through alliances made by the various groups of #Offtopic.
The House of Lords will consist of members elected through direct popular vote. All members of #Offtopic will have a part in the elections held therein.
No person shall be a Counselor or Lord who shall not have attained to the age of eighteen years, and been one year a citizen of the United Flood.
Counselors shall be apportioned among the several parties which may be included within this Forum.
Parties shall be formed naturally through the alliance of groups in #Offtopic. As one group will likely have no power in solidarity, it is necessary that groups be able to form parties respectively.
Lords shall be appointed among the various topics which may be included among this Forum. These topics will be accommodated: Religious Debate, S* Posts, Ninja Posts, Mentor Posts, and any other category that the House of Counselors finds noteworthy.
Each topic shall have one Lord elect in explicit proportion. Each topic pertaining to debate shall have Lords elect in proportion to the number of views present.
Section III
Both Houses shall have the power to regulate the flow of the Forum by posting links to designated debate threads, and by ordering the attack of specific threads that have an unwanted and overwhelming abundance.
Attacks shall be ordered upon consent of two thirds of both Houses. On addition, all military action shall have just cause. This pertains to unwanted and overwhelming abundance of a topic, inciting violence against a fellow Floodian, and including but not limited to the content of a thread.
Designated debate threads will be made in proportion to the number of debates that arise. Debates regarding Gay Marriage, Religion/Anti-Theism, Abortion, or anything whose recognition is not herein otherwise provided for; shall have designated threads apportioned by the House of Lords.
Designation of threads will be conducted through the House of Lords. Two thirds of which will be necessary for designation of a debate thread.
Section IV
Should there not be a full session in either House, one third of either house must be present for legislation to be passed. Among this, the three thirds principal still applies.

Article II
Section I
The executive power shall be vested in a Grand Tribunal of the United Flood of Offtopic. The Grand Counselors of this Tribunal will number no more than three. They shall hold their office during the term of one year.
No person except a citizen of the United Flood, at the time of the adoption of this constitution, shall be eligible to the office of the Grand Tribunal; neither shall any person be eligible to that office who shall not have attained to the age of eighteen years, and been a year a resident within the United Flood.
Each Grand Counselor will be nominated directly by the Flood. The House of Counselors shall determine which nominees become members of the Grand Tribunal. An election will take place for each of the three positions. No less than two thirds of the House of Counselors will be required to approve a nominee.
The House of Counselors may determine the time of choosing the electors, and the day on which they shall give their votes; which day shall be the same throughout the United Flood. This coming as a result of annual election cycles.
Impeachment of members in the office of the Grand Tribunal shall follow the same standard of election via the House of Counselors. No less than two thirds of the House of Counselors will be needed to impeach a Grand Counselor.
Section II
The Grand Tribunal shall be head of the Army and Navy of the United Flood. When called into the actual service of the United Flood; they may require the opinion, in writing, of the principal officer in each of the Houses, upon any subject relating to the duty of their respective House.
They shall have power to grant reprieves and pardons for offenses against the United Flood, except in cases of impeachment.
They shall have power, by and with the advice and consent of the Houses, to make treaties, provided two thirds of the Houses present concur.
They shall nominate, and by and with the advice and consent of the Houses, shall appoint ambassadors and all other officers of the United States, whose appointments are not herein otherwise provided for.
Section III
Should members of the Tribunal be absent during office, the duties thereof shall be handled by the House of Counselors.

Article III
Section I
The judicial power of the United Flood, shall be vested in the Lenny Sovereignty, and in such inferior groups as the Houses may from time to time ordain and establish. The Intercessors, both of the Sovereignty and inferior groups, shall hold their offices during good behavior, and shall, at stated times, receive for their services, honor, which shall not be diminished during their continuance in office.
Section II
The Intercessors of the Sovereignty will have judicial rights with regard to all controversy. This judicial power shall extend to all cases, in law and equity, arising under this constitution, the laws of the United Flood, and treaties made, or which shall be made, under their authority;—to all cases affecting ambassadors, other public ministers and consuls;—to all cases of emergency jurisdiction;—to controversies to which the United Flood shall be a party.

Article IV
Section I
The ratification of the Conventions of the Lenny Sovereignty, shall be sufficient for the establishment of this constitution.
