I don't support nerf cries but it no it shouldn't it's a pain to get without a friend and it's rare to get. Even bungee has said you could do 10,000 bounties and still not get a exotic bounty. Plus if you do get an exotic bounty it might not be thorn. And for the end of my rant I would like to say it's super easy to counter if you know how. So please people stop crying nerf!
