ToS in the game trumps any and all promises unfortunately. They can alter, remove, or hold back content, ban/delete accounts, anything they want in their game for any reason at any time. All of us agreed to it, regardless of how we feel.

Exactly. They could introduce microtransactions if they wanted to. They're trying to improve the game. They added a lot of content for which we, the community, had asked. Probably so much so that they didn't have enough time to complete a new raid design.

Terms of service say that they can change anything at any time for any reason. You had to agree to them in order to play the game. It doesn't matter what they said before. I agree that it's kind of shady and doesn't offer the consumer any protection whatsoever, but all games with live content updates have the same clause in their ToS to protect themselves if they can't deliver
