Does pine resin stay on the weapon forever until taken off? And are there any downsides to putting on a weapon?

Resins are just temporary weapon buffs that last for maybe a minute. They only add extra elemental damage and do not take away from the damage output of the weapon.

Oh, well how do I put an elemental effect on it permanently?

You can infuse weapons with elemental properties by talking to McDuff the Blacksmith in the Lost Bastille. Some weapons work best with certain infusions while some work well with a wide range of infusions. It is best to see what each infusion does, compare your character stats, and check online to see if infusing the weapon will undermine its abilities.
