Timur's is garbage lol. You have to have a perfect roll for it to be able to 2 shot hunters with low armor. It's just a regular 3 shot kill hand canon with a slower fire rate.

It does 95 critical damage. 2 shots total at 190. At the lowest possible armor titans have 194 HP and warlocks have 191 hp

Red hand, venation, the chance. Pretty much any hand canon can 2 shot with luck in the chamber. Timur's will still get beat against another luck in the chamber hand canon because it fires so slow.
