Edit: First holy balls that's a huge response! Second, who knows if it will be big or small. Either way, I'm completely stoked on HoW!

A special vendor who spawns in various locations with an inventory of exotic armors, a weapon and an exotic engram. he has telemetries that increase the XP gain for a certain weapon type for 30 minutes. He also brings these special upgrades that upgrade your rare sparrow to legendary. He also sells heavy ammo synths. OH one last thing, he has weapon and armor upgrades.
