How about limit one per customer each week then? And that's across your account not one for each character.

You know not everyone has that many coins don't you? Don't just assume that everybody has 200+ strange coins to waste. I only have 29 as of Tuesday, each week I'm usually lucky if I have enough coins to get a heavy or special. There are a lot of people that don't have an extremely large abundance of strange coins.

Then don't get the impulse to buy something every week then you will have more. Since I stopped buy stuff every week (except for the occasional heavy) I have close to 200 scatter among my three characters.
