At times. Fatebringer is better for taking out crowds and WoC is better for hammering a single enemy. Each has its use. WoC is pretty fun on a Gunslinger running Chain of Woe and Gunslinger's Trance. With three stacks of GT, it's really easy to land all 17 shots with WoC. Fatebringer has better utility, but WoC can outdamage it thanks to its stability, fire rate, and Phantom Gift. WoC is actually tied with Thorn and TLW for the highest fire rate for Handcannons. Fatebringer may have higher impact, but WoC can get more shots out and faster.
