Well most people who are trying to get to level 34 have about 0 use for strange coins outside of synths and maybe the rare exotic every few weeks. It should be hard to hit max level, but we also need a use for strange coins.

Oh, I agree with you. Perhaps it should be a percentage of total strange coins currently held (on the account, not character).
