My worst RNG are when I go to open my dead orbit packages Lvl 43 dead orbit and only gotten one shader. Is that even possible?

Omg that's not cool I just hit 22 on dead orbit on my titan and got revenant. I have 3 new monarchy on my walrock at lvl 27. But I have none for fwc on my hunter and I think rank 22.
