Xur is meant to sell exotics, and materials to upgrade exotics. Not materials used to upgrade legendaries. Also xur is meant so that you can use him to buy an exotic helmet if you are missing the raid helmet, or if you're missing the raid chestpiece, you could buy an exotic one. If he sells etheric light, you could use that to upgrade legendary armor and everybody would get to 34 by next Friday.
