Pvp, what's a good way to fight a quick character, I like playing with a shield but I fought a quick dagger build and didn't get a chance to attack at all and died almost immediately.

Play around with different movesets/weapons, a lot of people don't even know about backstep+r1 moves, and they can be quite useful, especially with a high poise/greatsword. I trick people all of the time, and if you have decent armor/health, and good a good poise, you will swing right through a lighter weapon and hit them hard, and stagger them almost always.

I have high endurance and I'm a tank. I use an ultra greatsword so I'm able to stagger them and do a lot of damage since they will attack prematurely after I swing once or twice not expecting more swings. I also throw fire balls so yeah.

I'm pretty early on in the game, I can throw fireballs but they don't seem to do much damage. Is pvp unleveled?

Depends. You are leveled with people within 40 levels of you. Welcome to dark souls.

Not at all, it's based on soul memory, which essentially tallies up to total amount of souls you've collected, so if you only level to a certain point, you can still be invaded by a way higher level player with a similar soul memory.
