So did Windu actually beat Sidious with Vaapad and shatter-point or did Sidious throw the fight to draw in Skywalker?

I think Windu actually won that fight. Sidious wasn't strong as a duelist. His forte was machination and scheming. Thus why 2/3 of his apprentices were more muscle.
