To an extent I understand armor piercing rounds. I mean if someone is behind a THIN wall I feel like a bullet should pierce it regardless of having the perk or not. (Something like the sheet metal that makes up the walls of a map like Twilight Gap/Exodus Blue) but how it shoots through solid rock, thick crates, and heavy train freight cars (also in twilight gap), those are a bit too much. But generally I agree, sniper and final round don't need to be together.
