Its not op. If a titan is close enough to use shoulder charge then he has the right to kill you. IMO shoulder charge is just as op as blink

Blink doesn't work tho, he can intercept blinkers by air shoulder charging.

I have been killed running to a guy and in shoulder charge mode. Sure that happened but that always could be lag as there is a lot of that in crucible
