If you cant kill a yellow bar enemy in PvE with shoulder charge, there is no way in hell it should be able to ohk a guardian. Are we really weaker than a hallowed night or hallowed wizard?

Yes, obviously we are. i.e. every gun in the game.

Yes we are considering 2 red death bursts or 2 thorn shots doesn't kill them but it kills us
