originally that was the plan but bungie felt hand cannons were to useful in every situation and didn't fit the "special" part of special weapon but it would also fix the problem of OP hand cannons in crucible and get rid of the dreaded hand cannon/ shotgun combo by forcing players to choose one (or use universal remote) and it would cut back on thorn overuse in crucible by making it rely on special ammo
