Did you see the impact, and the rof? It's not a hand cannon. And it doesn't have enough of a mag to be an ar. Special weapon for dropping the shield sounds about right.
Also. It's the special weapon slot. Not the freaking secondary.

That was just one sidearm I bet there's on with decent impact.

The exotic is a good one to base the impact average around. Unless the impact is higher than new ar's, it's not a primary. The other point still stands, special is not the same as secondary.
