Won't let me take the initial quest to talk to the 3 vendors from Petra venj which basically is keeping me from playing the house of wolves it says I have too many active quest available and can't accept her quest

The quest goes in your bounty slots. Make sure you have at least 1 slot open and try to get it again

Go to your game in and click manage game. Make sure the expansion pass is installed. We just had the same issue and that was the fix on my friends Xbox.
