Are they drops from PoE only? or can you get them somewhere else? I only ran PoE once last night on 28... got some fusion rifle from the chest along with IB... I didn't want the fusion so I broke it down, but i didn't get a weapon core... are they just RNG drops from completing?

Completing PoE Level 32 arena will give you an armor core and Level 34 will give you a weapon core. No other confirmed ways of getting these anywhere else.
