Dude no [spoiler]fatebringer has that perk mostly because Bungie wanted it to have a special perk that no others have and second the reload is not needed because of outlaw and as of thorn it was buffed that way for a reason which is because it sucked and fired along with reloaded very slowly and Fel Winters lie is frustrating but just use a shotgun your self Bungie does not need to DEBUFF not buff anything [/spoiler]
