I don't think you would need to increase the drop rate etc for Etheric Light though, I think having MM would give everyone a better chance of getting it without it being too easy.

Not necessarily the drop rate, but at least add it in as a drop chance in the level 28 and 32 PoE. It would be better than the shit-tastic rewards that you get from those levels right now...
