Sign below if you believe the PoE weapons need a serious rework: allow me to explain why:
All other end game raid weapons for example, have their bonus perks such as hive disruptive, oracle disruptor in a separate perk slot.
For example Fatebringer has two perks in the most important columns; outlaw and firefly; however the PoE weapons have the most powerful perk slot replaced with something lackluster at best and useless at worst.
For example: An arc max impact fusion rifle with hidden hand Normal column two perks and Shank Burn... Let's discuss this weapon:
Arc does not match the shield color of shanks in nightfalls where bonus damage might be barely useful.
Shanks die in one hit from fusion rifles, let alone a high impact archetype fusion rifle.
Conclusion: this perk is absolutely useless. This weapon is totally subpar to the vendor version which can be rolled to obtain hidden hand and another perk that has utility.
Result: the PoE fusion, an end game weapon is arguably the worst fusion rifle in the game.
On another side: even with bonus damage to fallen, this perk is still subpar to other perks that could be in that slot. This perk should not be removed but moved to a different slot totally separate from the standard perks like oracle disruptor and hive disruptor. For example, I would much rather have crowd control instead which applies beyond the few small circumstances that bonus fallen damage would be useful in. Even in the PoE, you rarely face fallen!
What makes me sad: it seems that these perks were the easy way out for making the weapons "unique." However they are in no way unique or special like white nail on the black hammer, or even phantom gift which was unique before the DLC. Weapons like HoC, Fatebringer, Praedyth's Timepiece, etc all have unique perk combinations; for example you cannot re-roll a rocket with both tracking and cluster bombs, and no other Handcannon has firefly. This feature makes weapons using already used perks still unique and special. Instead we have a set of end game weapons obtained through end game means but with essentially only one main perk making them arguably the weakest weapons in the game right now.

Edit: Please be aware this isn't meant to bash anybody or anyone, this is more of a discussion. I personally think they did a fantastic job with the trials of Osiris reward system, but then again I enjoy PvE and PVP so I know many may disagree (this is just my opinion and not the only opinion that is valid). However I'd like to see powerful weapons available from the prison of elders (legendaries) as well, or at least guns worth ascending in the future.

Signed!!! I agree completely! I just got the Wolves' leash scout rifle and wanted to compare it to the vision of confluence! The vision does at least 300 damage more to all enemies compared to the wolves leash! It's perks are terrible even when I have disciplinarian (more damage to all fallen) it has no saving grace or better skills to give it an edge! I'm fine with it doing like 50 less damage but 300?! All of its stats are also WEAKER then vision the only stay that's better is fire rate but that doesn't matter when the vision deals much more damage! Ghellions demise at 365 does 1222k to vandals...I'll stick with that! Guess all the old school weapons are far more powerful then the new stuff so far
