If you make them all powerful though it just increases the pace of the game, shorter times to kill which would basically make it CoD AW, with a few more abilities. I would say nerf all weapons till they're at a solid three shot headshot kill with primaries. Exotics would just have they're special perks and all. Shotgun range should be diminished so fusion rifles still have a point in the game.
