No. Most of the players of Destiny were Halo players. Halo Reach's fastest kill was 5 shots with a DMR. I don't think Destiny should be that slow, but a balance between it and CoD.
Speeding up kill time means less chance for "clutch" moments in crucible. Plus supers wouldn't really have a point the, if the time to kill is so short anyway.
Also, if TTK is shorter in crucible then gameplay will be significantly different from PVE

When Bungie nerfed autorifles they said it was because they wanted to keep the game competitive (ie being able to react when under fire, which requires a shorter TTK than CoD) Besides, lowering the TTK would discourage former halo players from continuing the game

Actually, It was because of a stupid IB bounty which required an AR.

Just making sure, and I wasn't saying it wasn't because of the IB bounty, that might've been part of it, but the notes did say it was for balance
