This isn't CoD or Halo. If you like shorter or longer TTKs switch games. When Bungie nerfed autorifles they said it was because they wanted to keep the game competitive (ie being able to react when under fire, which requires a shorter TTK than CoD)
Besides, lowering the TTK would discourage former halo players from continuing the game
