I think Bungie should reduce the Poison damage down to 4, but have each shot refresh the Poison duration instead. It'll no longer kill most players with two headshots that way lowerig the overall TTK of the weapon by a bit, and also simultaneously buff the PvE side of it.

Not refresh duration, original shot duration should continue, and new shot have its own. So hit them twice rapidly, say it's 4 seconds of poison, 3 of the seconds there will be 4x2 ticking off... Rather than just ticking off from the last shot.

They should make the poison stack but in itself at first do only 4 Two shot headshot still,very powerful,but hitting a glancing shot on a half hp player won't kill them.

That would balance it in pvp, but make it unstoppable in pve. I doubt pve players would call for a nerf, but bungie might do it anyway.
