The impact can rival Fatebringer/Red Hand class of hand cannons, even though it has a higher ROF due to the ballistics. So it's already OP in terms of DPS.
DOT is an outright increase in damage in every bullet. Luck in the chamber, crowd control are the only perks that can marginally increase damage and Thorn also has Final round to boot too.
DOT also delay recovery, obscure enemy HUDs and reveal enemy location. Big tactical advantage.
Bullet over penetrate targets to allow some form of crowd control.
Competent at all ranges, even close range; even without a small TTK, one bullet and a slap is enough to kill players who rush.
Perfect balance makes stability very high and headshots reliable.
Magazine is alright.
What would I do?
Make the DOT on guardians do 0/1 damage but make it last longer so players can use it more tactically. Maybe make the bullets penetrate walls so guardians can try their luck by shooting through them.
Or remove the Ballistics or nerf the damage so it can be a 3 shot kill.
Or to be silly; only nerf the magazine to 3/4.
