From what I see, it doesn't OHK Tier 2 enemies, so I realy don't know what the point is.

I think they should just combine Mk 44 Stand Aside's perk and the Peregrine Greaves together and have it on the Peregrine Greaves. Then give the Mk 44 Stand Asides a brand new one that has something to do with Juggernaut instead of Shoulder Charge.

Maybe Juggernaut could get a weakened shoulder charge?
