They won't/can't take a perk off of an existing sniper. Only thing they can do is take the possibility of getting it on future guns away. Also, if you could read, op didn't rely on final round.

They didn't add it, they brought it back. It had only been removed from black hammer while they were trying to fix a glitch with it.

They could swap it for a different perk easy enough. At one point you could have rangefinder and shot package on a shotgun in the same roll. Was patched 10/14/2014, both perks were then moved to slot 3, anyone that had both logged in to see one perk changed to grenadier, (think it was rangefinder used to be in slot 1). They could easily switch it out for luck in the chamber. Would only require a hotfix i'd imagine, the same method they used with shotguns.

Well, luck in the chamber wouldn't be much less overpowered, since it's still one in three.

Sure I totally agree, it would encourage headshots though. I was only providing an example, to be honest I think it would be more balanced, as final round can be relied on, whereas luck in the chamber less so. It'd still be a beast sniper for sure. =)

They can and will remove. Or just disable it.
