I'm sorry for never responding. It's just that I've seen lots of variants of this idea but it's still a cool rocket. The exotic perk is very useful in pvp and pve scenarios. I'd say to give it a larger blast radius for the slow effect. In addition, it could be even deadlier if you through in and no shield recharge when hit with this weapon. Of course it wouldn't be a permanent effect but it would add a lot of usefulness in pve and even pvp.
