I honestly don't believe any of the game is meant to be balanced the way people seem to think. I realized the very first match I joined that when I had my in game weapons, I probably wanted to find others lol. That said, when I made my last 2 and knew what I was doing in PvP, I'm not sure the crucible can be more fun than going in as a level 2 and killing people.
