Just to further this, the cars outside of the city with skeletons in them were humans looking for refuge in space. Huge crowds of people swarmed the space stations to try and escape, but the gas lines blew and all the humans that didn't get out in time were left to be slaughtered by the fallen. Outside of the sepiks room, all the human bones were from humans who were stranded.
