Just because you didn't buy them then doesn't mean we should all be penalised Also they are obtainable , chests in the open world (patrol) give pre expansion weapons though they are rare and Crota drops tdb engrams if you get one as does the story modes / missions sooo you can get them it's just a lot more rare than you would like
