the problem with perks in this game is a funny one and it took me a long time to figure out why they were causeing such problems in crucible and it finally hit me!
the perk problem is the same as both halo reach and halo 4
funny enough the best solution to this would be to deactivate perks in general or create set load outs for crucible for everyone to use. the perks such as mark of the devourer, or holding aces cause alot of problems when it comes to balance.
other ideas include make normal crucible about free weapon and armor use and make competitive modes with true rewards for PVP such as trials with set load outs for people to use, as a method of balance to better progress a competitive environment,
supers would remain available as would heavy but in the competitive mode, every one would have the same weaponry to meet each other at an equal level
