Look I was that percent that said Thorn was way too OP and never thought I would get the bounty and be able to finish it. Well now, Friday I had a day off and turned in some bounties to Eris who in return gave me a mentor missive bounty. So I ran over to bounty guy and guess which bounty I got. THORN! So I did everything up ti the PvP part and was going to try and cheese it with some buddies. But instead since they were at work i figured I'll just go mess around in the crucible with a void Hard Luck Charm and a Truth. And after about 15-20 matches it was done. Then I found some other friends to help me with the strike, and bam! I GOT THORN. It is OP to a point. Right now for me it is still a 3 hit kill.
But long story short, the only reason people complain about thorn in PvP is the fact that they maybe not be so good and feel they will never get the crucible part done. Unless you have WoC and are decent with your secondary and can always get your hands on heavy, then I dont see PvE'ers complaining. I did it without WoC. I just learned to be that shotgun douchee who runs and slides, and to top it off I was a titan, running defender. Unlike others I know who have completed the bounty they Nova Bomb all the time.
It doesnt need to be fixed. Its not too OP, its perfect the way it is. And very simple, if your going against someone with Thorn and they shoot you once, get the duck outta there. You are not going to survive that second shot. Hahah
