I completed level 35 Prison of Elders and no Elder Cipher appeared on my screen. All good. But when I arrived at the Vestian Outpost, Variks is offering me my choice of weapon and to start the Elder Cipher. It's at the point where it says "Acquire the Queen's Cipher from the Queen's Chest in an Arena Challenge." As far as I can tell, I got the Cipher, but my bounties were full so I didn't receive it, but Variks still thinks I have it. I simply can't continue with the bounty because it isn't actually in my inventory. I'm very annoyed and disappointed with this, Bungie.
