Destiny 2 was last contracted for release on PS4, XB1, PC, and XB360. Weather or not this contract has since been re-negotiated is unclear.

Why not ps3?

I believe it is a selling tactic. "If you payed this game on PS3 then you now have to upgrade to PS4 but if you're on 360 you can just keep playing." Good way to hurt a competitor's sales numbers.
