Why don't you just join an active clan? Matchmaking optional or not would not work for difficult high level activities as you need communication and players who want to work together. Being part of one or more active groups/clans is a far better option. Once you add members to your friends list on your console all you need to do is choose who you want to play with. The solution is already available and takes less effort than complaining on the forums.
