No, you didn't pay for anything but ToO. You weren't promised those weapons and that area when you purchased the DLC, they were bonus content and Bungie can do whatever they want with it. If they really wanted to right now, they could make all adept weapons kinetic, delete the social space and block anyone from accessing it and even remove all exotics that people got from the chest, from their inventory, and it would be perfectly fine because nobody paid for that content.
